Substitute teacher group appears the earliest can be traced back to the period of run by the local teachers, with the constant change of policy, private teachers gradually disappeared, but because of the system is not perfect and the informal group the objective demand of teachers, substitute teachers are still abound, especially in rural areas, remote substitute teachers are main force in the team. But side identity caused a substitute teacher employment system, social security system, such as exclusion, cannot enjoy the same treatment with public teachers, they become increasingly marginalized groups. So, in theory, contradiction analysis and system on its group attribution and discusses the solving strategy, has important theoretical significance, for national specification management, help, improve the marginal groups also have realistic enlightenment.This study about the Midwest rural teachers’ living conditions make China youth development foundation project as the background, through the teachers surveyed data and the interview content, describes the basic interests cannot substitute teachers group guaranteed living conditions, and from the Angle of institutional exclusion, explain the unreasonable system Settings, closed system operation, system and flexible execution of a substitute teacher groups, the influence of system is mainly discussed in exclusive generated paths: first, the policy anomie.
