Under the process of urbanization,the scale of domestic population is expanding year by year,triggering a series of social problems that need to be solved urgently.One of them is the education of migrant workers' children,which is also a big problem for local government.The hard implementation of the "two principals"policy has put pressure on the local education system to increase.The influx of migrants children has led to a shortage of basic education resources,such as school buildings and teachers.Inflow schools are facing increasing pressure on enrollment,tightening of the number of teachers,and increasing expenditure on local education.Non-institutional substitute teachers are becoming a new group to ease the reality of suburb area.All the problems of substitute teachers originate from the word "substitute",and"substitution of substitutes" means that there is no official teacher preparation.They aren't included in the personnel management system of the state institutions,which means that they are a group of "unlawful" teachers,so that they can not get deserved treatment."Identity" is the primary issue of substitute teachers,which in turn leads to the issue of salary treatment,professional development and promotion.At the same time,substitute teachers in cities have different group characteristics from those in rural villages.Usually they are young but lack of teaching experience,with high academic qualifications,making them the powerful complement to the teachers in urban elementary education at this stage.Unfortunately they neither get the due respect and reward,nor any teacher professional development.In the long run it will certainly affect the quality of basic education in the city.Therefore,it is very necessary to do this research.This article is divided into five parts.The first part is the introduction,which includes the origin of the study,literature review,research ideas and theoretical basis.The first chapter introduces the background,group characteristics and the situation of case school.Suburb substitute teachers are the result of the implementation of the policy by local governments,schools,and individuals.The school was selected because of its unique location and nature.The second chapter is the presentation of the entire research content and results.The study found that suburb substitute teachers are passionate about their work,but they are faced with various problems:prominent work-study contradictions,difficulties in professional development,low salary,and unclear career prospects.On the basis of the previous text,the third chapter analyzes the characteristics and problems of the status of the suburb substitute teachers.As a non-institutional existence,the suburb substitute teachers are on the edge of the niche in the school.The resources for development are limited and cannot flow.The fourth chapter puts forward some opinions and suggestions for better solving the problem of professional development of suburb substitute teachers while summarizing the previous articles.It is unrealistic to solve the problem of suburb substitute teachers in a short period of time.We can only hope that the government can pay more attention to them,introduce more feasible policies,give them an official identity as soon as possible,improve their development environment,and cultivate basic education.Therefore migrant children can enjoy a fair education with high quality teachers.
