It has been more than thirty years since the reform of the university and college entrance examination in English. In October 2013,the draft of the reform of the entrance examination for high school,college and university was published by Beijing Municipal Commission of Education. In the draft, it suggested to decrease the score of English examination, which led a heated discussion. Last September,the State Council published “the suggestions on the implementation to deepen the reform of the examination and enrollment system”. It stated formally that the total score of the college and university entrance examination in English has remained 150. In addition,students will have two opportunities to take the exam. The new policy will be tested in Shanghai and Zhejiang province first,it will be carried out around the nation from 2017.Since the National College and University Entrance Examination directly affects everyone in the nation, it also gives the guidance to the compulsory education public policy maker. Language specialists strongly encourage to change the way of teaching and learning under the latest reform. The essence of English learning has been reinforced than ever among the hot discussion. Some experts believe that learning English is a tool for communication, others think that language is part of the subject of humanities,it relates to humanistic education and culture.This paper will review college and university entrance test in English for the past thirty years,then analyze the current policy and the exam from the perspective of the essence of language teaching. Based on Marxism’s dialectical materialism,opinions and suggestions will be provided for policy makers and educational specialists to improve and accelerate the reform of the National College and University Entrance Examination in English.
