| With the current further deepening of China’s rural reform,innovation and opening-up and the steady development of China’s rural industrial urbanization,the number of farmers heading to the cities also continues to rise.Driven by the current strong economic development ability of large,medium and small cities in China,rich resources,sound auxiliary urban infrastructure,quality urban social and basic public services and other superior environmental conditions,the migration of rural migrant population to large,medium and small cities has gradually shown a trend of family migration,which has led to the increase of migrant workers and their children in large,medium and small cities.Then,it becomes extremely important to ensure that migrant workers and their children can enjoy equal opportunities for education and equal rights to receive education with their urban peers.Affected by regional differences,uneven distribution of educational resources and other factors,it is hard for migrant workers and their children in urban areas to get fair education.Therefore,this dissertation investigated the compulsory education for children of migrant workers in Yuancheng District,Heyuan City and used questionnaires to analyze the compulsory education for children of migrant workers in Yuancheng District,Heyuan City.Based on the questionnaires,the author investigated and analyzed the characteristics and status quo of the children of migrant workers from three perspectives:starting point of education,education process and education results,and found the problems and defects currently existing in the educational equality for children of migrant workers in Yuancheng District,Heyuan City from the starting point of compulsory education for children of migrant workers.Through the analysis on the reasons,the author tries to propose some effective countermeasures from four aspects:government policy,school,society and family.The specific contents of the study include:Focusing on three aspects:family background,parents’educational expectation and enrollment conditions,the author investigated the developments of a fair starting point for compulsory education for children of migrant workers.At the same time education,class education resources from school and family education support three aspects such as the investigation status of education process fairness.And investigated and summarized the developments of fair education results from such aspects as academic achievements and comprehensive quality.Based on a comprehensive organization and summary of the relevant developments,this dissertation deeply explored the noticeable problems in the implementation of compulsory education equality for children of migrant workers,including:limited family support and parents’ limited educational ability;unequal opportunities for access to schools and difficulties in enrollment;relatively low teaching quality in private schools;unequal treatment to children of migrant workers in public schools in urban areas;unsatisfactory academic performance;and low comprehensive quality.The author also analyzed the reasons in detail:limitations of migrant worker’s family;restrictions on enrollment policy and household registration system;defective legal system of compulsory education;lack of corresponding policies and guarantee system;incompetence in educational input and the imbalanced allocation of education resources;insufficient supervision and management of private college education;and insufficient supervision on private education,etc.Finally,this dissertation proposed relevant countermeasures and suggestions for effective improvement of the current situation of equal compulsory education for children of migrant workers from four dimensions:government,school,society and family.Such countermeasures and suggestions include:further improving relevant policies and regulations;establishing a mechanism for policy implementation and supervision,clarifying the powers of governments at various levels in the education activities of children of migrant workers;establishing a reasonable mechanism to protect infrastructure and education funds;strengthening the supervision on non-government higher education to further improve its operation standard;improving the institutional mechanism,and enhancing school education,administration and management;establishing a good and harmonious community culture and environment,and strengthening the educational ability of the children of migrant workers via the active promotion of media platforms and assistance and care for migrant workers of various social organizations and other institutions.These have provided a certain basis and reference for solving the problem of unequal access to education for children of migrant workers. |
