The education for rural-urban migrant workers children (MWCs) has become a special social issue during China's industrialization and urbanization. "Suggestion on further improving compulsory education for rural-urban migrant workers' children" (2003)making by six ministries and commissions, clearly stipulated that it was "mainly the responsibility of migrant inflowed governments to provide educations for these children, and the responsibility is mainly focus on primary and secondary educations". This "two mainly" policy made the education of MWC better, they are entitled to go to local primary and secondary schools like their peers in the city ,but there is still a great gap between MWC and urban children on receiving compulsory education, which is showed directly by the inequality on education resources allocation.This paper tries to break the prevalent macro perspective in addressing this question, select a perspective which is close to the practice of resources allocation policy instead. Haishu District in the city of Ningbo is chosen as an example in this paper, The case study of Haishu shows that several achievements has been got in resources allocation equally between different groups. First, the enrolment of MWC has guaranteed, second the content and pattern of distribution of educational resourcesis fairly widespread. However, due to the limited supply of education resources and growing educational needs, and unreasonable institutional and limited sources of funds for compulsory education, the education policy, the input of funds, teachers and school conditions had not been allcated equally between the local and migrant groups.To improve the situation, this paper presents several advices: firstly, the migrant-inflowed governments need to clearly put forward the principal of "fair priority, take efficiency into account" to keep balance between the two groups. Secondly, expand sources and funds from various channels such as market and social strength. Thirdly, introduce appointment system to supply resources flexiblely. Lastly, reform the allocation system,and establish a scientific and reasonable system of investment and responsibility, providing the state-owned schools to the unlocal children.In this way, MWC can be completely brought into the urban education planning system.
