With the development of the floating population in our country, the problem of compulsory education of migrant workers’ children has become rather serious so that the society starts to pays more attention to that, and it is also an urgent problem to solve. Under the guidance of the national "two oriented" policy, local policies have been came out to solve the problem. However, as the contradiction between the limited city educational resource of trailing children has become more and more tough, plenty of children are still unable to go to the public schools, facing unfair problems of education, such as high cost, poor education, disappointing educational results. Zhongshan, located in the Pearl River Delta region, which is the most concentrated area. The author believes that the main problem of compulsory education of migrant workers’ children is the educational resource allocation problem.In this paper, combined with the policy of the state on the compulsory education for children of migrant workers, compared with the practice of Zhejiang, Jiangsu, Guangdong, Shanghai and other places, analyzes the connotation and the education resources allocation theory, taking Zhongshan as an example, through the Zhongshan migrant workers trailing children compulsory education status and relevant experience of investigation and research, pointed out the existing problems of Zhongshan. From 4 aspects of analysis, the educational resources, educational resources of allocation responsibility, value orientation, the internal structure can draw a conclusion. According to the passage, we can sum up the following strategies. Firstly, we are able to expand the region of educational resource allocation, which increases the quantity of compulsory education resources. In addition, it’s significant to clearly be aware of objective responsibility of compulsory education, so that we could reform the compulsory education system. Moreover, considering the fair value orientation, improving the integral system. What’s more, we are bond to put the implementation of education for migrant workers with compensation, and giving trailing Children as well as voluntary school to private schools to be a reasonable allocation of educational resources.
