Five-year:During the period of the twelfth five-year,promote the migrantworkers employment is significant problems that the revitalization of the economy inheilongjiang province and adjust the industrial structure in heilongjiang province mustface.Non-agricultural income of migrant workers can affect the development of thenortheast old industrial base in heilongjiang province,Heilongjiang province is in thetransition period that it needs a large number of high-quality workforce,With thecontinuous development and the implementation of the planning of urban and ruralplanning in heilongjiang province,A large number of migrant workers come to cityfrom countryside,contributing to the development and the construction of cities inheilongjiang province,but migrant workers are at the lowest conditions.Under thiscontext,this article was writed combined with the human capital theory and the theoryof fairness and justice,come up with employment training is the most effective way toimprove the quality of the rural migrant workers,training of migrant workers is theembodiment to improve the human capital and maintain the stable and harmonious ofheilongjiang province,But based on the field survey at present stage of heilongjiangprovince rural migrant workers employment training object and migrant workersemployment training institutions in heilongjiang province,combined with the supplyand demand equilibrium theory found their matching degree is lower,and discoveredheilongjiang province rural migrant workers employment training also has someproblems,these problems lead to the development of migrant workers employmenttraining institutions became slowly in heilongjiang province.
