As the most important composition of talent team, highly skilled talents play a critical role in economic society development, innovation driving develop strategy and innovative province construction. In recent years, with fast development of advanced manufacturing, commercial service, strategic novel industries and economic society in our province, highly skilled talents cultivation system had been developed; however, this system still needs to be improved. Structural confliction and lack of highly skilled talent has become the "bottle neck" of industrial upgrading and innovative economic society development in our province.This report give a review based on domestic and international research articles as well as practical experience, by combining statistical and analytical methods, fully analyzed the pattern of distribution and the trend of development for highly skilled talents in Zhejiang province. By studying domestic and international peers methods, give an optimized strategy for highly skilled talents development.This article contains six sections. First section is induction. It introduces the research background, purpose, method, objective and the contents of the article. Second section gives an introduction to the concept of highly skilled talents and relative research by reviewing correlate research reports for skilled talents. Third section gives an introduction to the current pattern of distribution and the trend of development for highly skilled talents; based on the trend study, analyzed the developing trend for the skilled talents in our province. Fourth section combines the developing trend for the skilled talents and typical examples from domestic and international, give advisory for the facts that stop skilled talents from development and aspects that need improvement. Fifth section gives a solution for optimizing skilled talents based on current policy. Sixth section, conclusion and future work.
