Construction of the pre-school Teacher Qualification System is an important means to promote the pre-school education career development and teachers’indi vidual professional growth. This study, on the basic principle of the legitimacy o f the system construction, on the value benchmark of system justice, science and appliance, through the research path of the internal logic and value orientation of the system construction of preschool teacher qualification, explores the feasible path of construction of pre-school Teacher Qualification System. From the point of view of system analysis and political and economic, cultural and educational background of Chongqing, the study using the method of the literatures and int erviews, analyzes the problems and causes of the preschool Teacher Qualification System Construction in Chongqing, and puts forward the thinking and suggestio n. The Qualification System Construction of the pre-school Teacher in this study provides directional expectations for pre-school teachers’professional developmen t from a system perspective, in order to explore new mechanisms aimed at impr oving the quality of pre-school teacher education, as well as provides policy advi ce to related educational and administrative departments.This thesis includes three parts:The first part focuses on theoretical thinking, showing clearly the basic norms of the Construction of pre-school Teacher Qual ification System, and proposing that in the system construction the legal infrastru cture should be complied with, that the basic value benchmark should be followe d and that evaluability of system performance should be focused on, which shoul d be rendered the direction and principles for system construction and research. The second part combining the historical basis of teacher qualification system in our country, chiefly discusses the main issues that Teacher Qualification System Construction in Chongqing need to be improved, as well as the main factor aff ecting the Construction of Chongqing pre-school Teacher Qualification System an d reveals with focus that:currently, the imperfection of the legal system in pre-s chool Teachers Qualification System, the significant defects in the system text, th e serious imbalance of power structures, lack of system protection for the format ion of the functional organization, and the insufficiency of procedural fairness an d procedures fortification are the main reasons for problems in Chongqing pre-sc hool Teacher Qualification System Construction. In addition, the insufficiency of system identification function, the weakness of system regulation function, and th e impairment of the system inspiration function has to the lack of evaluation me chanism for performance in pre-school Teacher Qualification System. In this rega rd, the last part of this study combining with the investigation and existing resea rch results, from the redistribution of system power, the system legality constru ction, and the perfection of system standards and related organizations’formation mechanism, presented the thinking and countermeasures of strengthen and impro vement of the pre-school Teacher Qualification System construction in Chongqin g.
