"Without a strong body, where to talk about a strong nation."How to reverse the youngster health declining state of health is an important problem to be solved.lt is well known that the physical education teachers in solving this problem play an important role, and bear considerable responsibility, therefore, the cultivation of the qualified physical education teachers and continuing education is the key. Since 1966, the United Nations educational, scientific and cultural organization and the international labor organization have suggested for teachers' position emphasizing the teacher specialization. Teachers' professional development has become one focus of teacher education reform, and it has been decided to guarantee teachers' professional development of teachers' professional standards by the attention of the society from all walks of life in drawing lessons from foreign teachers' professional standards in our country. Based on the issue at the end of 2011,the kindergarten middle school or primary school teachers' professional standard (trial), but not yet for a subject developed specifically the lack of teachers' professional sports teachers' professional standards has become the bottleneck of PE teachers' professional development. One side, a state's overview over teacher's certification standard can barely includes the professional features of this subject. On the other side, PE teachers' professional development means lack of possibility of the reference target on the basis of the physical education teachers education field, and it is the direct result of the "deficit of double disordered" PE teachers'post appointment disorderly and disordered PE teachers' professional standards research is the teacher's professional development to the depth of PE teachers' professional search is both the need of improving the quality of physical education, and also a system guaranteed for the sustainable development of physical education teachers professional development in the context of this reality. To build our country's PE teachers' professional standards has seemed imminent.With teacher professional theory, total quality management theory and the theory of teachers' quality and ability, this study is based on the demand of the new curriculum reform of physical education teachers, using literature analysis, questionnaire investigation method, expert interview method, mathematical statistics research methods such as to develop our country middle and primary school PE teachers' professional standards of theory building and empirical screening research in this study include seven parts, the main contents are as follows.The first section, preface. This part first briefly illustrates the selected topic origin and the research significance of this study. Secondly, this part introduces the related theory research and practice situation both at home and abroad, and has carried on the brief review. Third, this part introduces the research object of this article and research methods. Fourth, it illustrates the research target of this study research thinking and frame structure. Finally, it tries to make the necessary basic concepts in this paper to be involved.The second section, to build our country's PE teachers'professional development's theoretical basis. For the part of teachers' professional standards established to build the value orientation of PE teachers' professional standards in China, it is mainly based on basic principles guiding ideology and basic strategy research thinks. To build PE teachers' professional standards in China mainly by the leading sports teachers' professional development, to regulate the behavior of physical education teachers specification, to guide the teaching of physical education teachers education, and to promote PE teachers' professional status for the PE teacher training institutions and training organizations to provide the reference for the value orientation. To build PE teachers' professional standards in China mainly means China promulgating a number of laws, regulations and policies about teachers on policy basis, in the perspective of teachers' professional theory of total quality management and teachers energy theory and other related theories as the theoretical basis, reflecting our country's current situation of the development of PE teachers in basic education stage for now.The third section, the theoretical evidence to build China's PE teacher's professional standard. This part firstly analyzes the basic values of China's fundamental education reform, namely the instructive value of " health comes first", which aims to promote students'healthy growth, to stimulate student's interest in participating in physical activity, to cultivate students'consciousness of life-long physical activity, to set students development as the core center and emphasize the subject of students in PE, to pay attention to individual differences and different needs resulted from these differences in order to ensure no one would be left behind. On this basis, this study analyzes the new demands in association to PE teachers in the discourse of fundamental education reform in the fields of education concepts, teacher's role as well as teaching behaviour and so on. This part offers reference for PE teacher's professional standard's construction in a new era.The fourth part, the practical evidence to build China's PE teacher's professional standard. This part adopts the scale edited to investigate the present condition of PE teacher's professional development in the whole country. In reality it reflects the overview of China's primary school and middle school PE teacher's professional development, therefor builds up the practical evidence to establish China's PE teacher's professional standard. This part mainly investigates teachers' professional ideal professional knowledge factors influencing professional skills, professional development for teaching and scientific research and teachers' self assessment, etc, to our country elementary and middle schools have investigated the current situation of the PE teachers' professional, and on this basis summarizes the current characteristics of the title of different PE teachers' professional development in our country. The standard of the different stages of development of physical education teachers professional provides the reality basis and at the same time, this part also analyzes the basic education stage in our country and the problems existing in PE teachers' professional development, such as teachers' professional development consciousness, autonomy not strong, part of PE teachers' professional ideal missing,the new teacher knowledge structure being unreasonable, from theory and practice, lack of PE teachers' professional development safeguarded mechanism, and lower professional status that impacting PE teachers' professional development, etc.The fifth section, the overseas experience to build China's PE teacher's professional standard. This part systematically analyzes the features of five main countries, namely the U.S.,Britain, Japan, Australia and New Zealand. According to the actual situation of our country PE teachers' professional development, structure and content from the concept of building standard and strategy function tripartite face to build PE teachers' professional standards in China put forward the corresponding revelation research thoughts, in terms of concept and strategy, prominence should be given to the integrity level of teachers' professional standards. It should reflect in life for this purpose.In terms of organization and content, professional standards should reflect a concept of life-long learning. Professional quality is the basis of professional development. It attaches great importance to the teacher's profound cultural background and solid multidisciplinary knowledge. In terms of function, it needs guidance and evaluation basis, professional level to establish professional standards. Professional standard is the basis of performance appraisal.The sixth section, index system of our country middle and primary school PE teachers' professional standard and the preliminary design. This part according to the different stages of development of physical education teachers professional development present situation, combining with PE teachers' professional standards of foreign revelation, and refer to the expert advice of index, PE teachers' professional standards body framework is put forward.The seventh section, the research conclusion and prospect. This part firstly summarizes the main conclusions of this study and the research possible innovation points of view.
