Education fair show people the pursuit of social justice, is a main way to realizesocial justice.Today education increasingly determines the individual quality of life,education equity has become the ardent desire of people for the development ofeducation. The balanced development of compulsory education refers to the educationequity under the guidance of the concept, the development of compulsory educationin the region between the beginning of education, the educational process and theresult of coordination, stable and orderly. It is not only reflected in the development ofa static result, but embodied in the dynamic development process.Over the four years, by the provincial government co-ordinate arrangements,andactively develop measures of compulsory education equalization, especially in thefield of education funding and school conditions of standardization, has madesubstantial progress. But there are still some theoretical and practical problems. Thisarticle studies the present situation of compulsory education balanced development inShandong province, analysis of its causes, predict the direction of its development,and finally puts forward feasible policy suggestions. This paper is divided into thefollowing several parts to discuss:Chapter one:the definition of the balanced development of compulsory education:the balanced development of compulsory education refers to the coordination,stabilityand orderly development of compulsory education between regions in the startingpoint, process, result of education and other aspects under the guidance of educationequity. And its directive concept is education fair. Finally, we clear severalmisunderstandings about the balanced development of compulsory education.The second chapter: I analysis the inspection report of the national educationalsupervision and inspection group for the compulsory education balanced developmentin Shandong province, and find the following problems: the stage of completion rateon time, lack of funding for education investment, school facilities, equipment withuneven level, the teacher of different school is not balanced. The third chapter: I analysis the causes of the problems,and find the existingeconomic reasons, such as the impact of the level of economic development betweenthe differences of local, the social reasons, such as one-sided education thought whichpeople have for a long time, the political system reasons, such as the two structure inurban and rural areas and efficiency priority policy.The fourth chapter: starting from origin, I reference the effective measures thatbe taken at home and abroad in the balanced development of compulsory education,combine with the actual situation of the development of Shandong Province, putsforward some feasible suggestions from the system, economy, policy, etc..
