The Study Of Compulsory Education's Balanced Developing Problem Of Jilin Province

Compulsory education is the base of whole education, its balanced developing can boost education's balanced developing, which will accelerate social harmonious development. So, the balanced developing in compulsory education should become the focus and hot spot during education reform.The aim of balanced developing in compulsory education depends on government, educational services and society. So this paper studies balanced developing problems from these three different roles and uses examples which got from individual cases of partial area of Jilin Province . Which will benefit the theoretical construction and exploit new visual angle of balanced developing in compulsory education; also will get practical meaning and offer suggestions for policy's makers and executors.This paper includes five parts. The first part is preface, which expounds the background , meaning of this issue and summary at home and abroad; the second part of the "compulsory education and equitable development" had concepts analysis, expounded equitable development and balanced development of compulsory education in the relationship between; the third part of analyzes the development of the past five years of compulsory education in Jilin Province, Jilin Province put forward the problems of compulsory education and equitable development; fourth part is from Jilin Province, the problems of compulsory education and equitable development of compulsory education in the perspective of the causes of injustice and the resulting serious harm. The last part is also the focus of this paper, focusing on and put forward to address the development of Jilin Province, the issue of compulsory education is not balanced to operable counter measures and suggestions.
