Since the central government advocated to build a harmonious society, educationequilibrium problems have raised wide concern in the whole social community. Balanceddevelopment of compulsory education in rural areas is both reflection and extensionof social equity in the field of education; it is an important value proposition ofa harmonious society; it is a key factor in implementing the scientific developmentconcept and building a new socialism-featured new countryside; it also plays animportant fundamental role in China’s economic development, social progress andpeople’s lifelong development. Therefore, to promote the balanced development ofcompulsory education and improve the level of compulsory education development not onlybecome the major task of China’s development of compulsory education, but also remainto be the problems that the government must tackle in the current basic education. Basedon this theme, the subject has a very important theoretical and practical significance.This essay, under the direction of Marxist methodology, using the ways of literaturemethod, factor analysis, Comparative Study and interdisciplinary research methods,from the disciplinary perspectives of administration, reviews and summarizes thebalanced development of compulsory education home and abroad, and also explores andthinks about the connotation and extension of balanced education development. On thebase, according to the reality and trends of the current education development, theessay explains the meaning of the rural compulsory education development from the fouraspects of education equity, the socialism-featured new rural countryside construction,the carrying out of the law policies and regulations and economic and social development.It in details analysis the current unbalanced situation and its problems of China’srural compulsory education, and also analysis the reasons of non-balanced compulsoryeducation development in rural areas from the three aspects of ideological values,education policies and constitution systems. Combined with research result,it in depthdiscusses and puts forward some suggestions for the rural compulsory educationdevelopment strategy in the balanced education background,to provide advice forbuilding scientific institutional mechanisms of the balanced compulsory educationdevelopment, hoping to make contributions to promoting the development of balancedcompulsory education.
