At present,with the improvement of economic living standards,people’s expectations and demand for high-quality education are getting stronger and stronger,and how to accelerate the high-quality and balanced development of compulsory education and the integration of urban and rural areas,and optimize the high-quality allocation of county education resources,has become a hot spot for mass research.To achieve the high-quality allocation of compulsory education resources,the prerequisite is that there must be sufficient educational resources.However,due to the differences in the economic development level of different townships and sub-districts in the county,especially the gap between urban and rural development,the compulsory education resources in the county cannot reach the goal of high-quality allocation.Therefore,Huimin County in Shandong Province still has a long way to go to achieve the high-quality allocation of compulsory education resources,and needs to be further improved.Whether the allocation of educational resources is reasonable and high-quality is an important factor affecting the high-quality development of compulsory education,and how to allocate educational resources has become a key part in promoting the balanced development of compulsory education.Under the condition of accepting the current situation of the allocation of educational resources,emphasizing the rational arrangement of new educational resources in the education system and realizing the high-quality and balanced development of compulsory education in the dynamic process can meet the fairness and efficiency standards of resource allocation at the same time,and also provide a feasible policy operation mechanism and implementation guarantee system.This paper conducts research through literature review and investigation methods,with the high-quality allocation of compulsory education resources in Huimin County as the research object.Based on the analysis of the current situation of compulsory education resource allocation in Huimin County,sufficient research and analysis are conducted on the existing problems and reasons.It is found that there are insufficient high-quality allocation of educational conditions,insufficient budget investment and supervision in the high-quality allocation of compulsory education resources in Huimin County Various problems such as inadequate allocation of high-quality teacher resources have been identified through analysis of relevant data and survey research results.The main reasons for these problems are due to the constraints of county-level economic development on education development,inadequate government functions,and insufficient comprehensive reform efforts in basic education.In view of this series of problems and the analysis of their causes,and relying on the background of China’s education policy,improvement measures are proposed from three aspects: school running conditions,education budget funds,and teachers.In terms of school-running conditions,it is necessary to continue to promote the planning and construction of teaching layout and accelerate the construction of informatization;In terms of budget funds,it is necessary to accelerate the investment of education budget funds for promoting county economic development,and at the same time,continuously improve the supervision system for the use of education funds;In terms of teacher resources,it is necessary to improve the mechanism of "selecting and employing personnel",continuously implement basic education reform,promote the sharing of teacher resources and other channels,accelerate the construction of a high-quality education development system,allocate educational resources in a high-quality and balanced manner,and achieve educational equity. |
