With the rapid economic and social development, the acceleration of ageing of population, population sex ratio imbalance, the overall quality of the population is not high, and the problem of population growth has brought to the environment, is the population problem is closely linked with people’s life.Whether the allowed to have a second child and how policy fine-tuning, has become a focus of the current family planning policy research. Two-child policy adjustment that long-standing. But China’s huge population base is a realistic problem. Two-child policy once open, there will be many people respond to policy, release pent-up desire for fertility and birth child?This paper starts from the family planning policy point of view, in the basis of finishing on the literature, using "obtain the empirical data questionnaire on Jinzhou New District Planning’child’", using the method of combining theory with practice, this methodology framework to test and evaluation of Jinzhou New District Planning "child", and put forward a bold policy fine-tuning of the Jinzhou New District Planning "child", and then for the national family planning policy fine-tuning to provide research data and theoretical reference.
