Research On Changes And Countermeasures Of The Fertility Desire Of Urban Only Child

Family planning policy practiced in our country since the 1980s,150 million one-child has been born.30 years later, more and more one-child enter the marriage age. November 2013, the Third Plenary Session of the CPC eighteen "CPC Central Committee decision on deepening reform overall number of major issues," pointed out:" Adhere to the basic national policy of family planning, start the implementation policy that the party is the only child of the couple can have two children." March 28,2014, Liaoning Province started the" two separate child "family planning policy. Fertility liberalization policy will inevitably lead to fluctuations in fertility levels. Changes in fertility desire of one-child concentrated in the city will impact population fluctuations as well as social economic development.In this paper, the public service theory, welfare economics theory and the Easterling hypothesis as the theoretical basis, the design of Dalian city to deal with the one-child family planning will change, and combined with the reality of the development of Dalian’s population, put forward countermeasures and suggestions. The main body of the dissertation consists of four parts. Firstly, to elaborated on the purpose and significance and make literature review of fertility desire; Secondly, to design the questionnaire, carry out a sample survey of fertility desire of the only child in Zhongshan district, supplemented Interview Survey, Research by the wishes of the one-child birth, summary fertility desire status quo and influencing factors, analyze changes in fertility desires before and after policy fine-tuning; Thirdly, drawing on experience at home and abroad, to raised the question response plan and feasibility study of changes in fertility desire; Fourthly, to put forward targeted recommendations and countermeasures on response to changes in fertility desire of the only child in Dalian.
