Since ancient times, Chinese is a multi-ethnic, multi language, multi culture co-existence region. Because of the natural environment, historical background, cultural tradition, every nation has its own distinct characteristics, forming a kind of multi culture in the development of thousands of years. But the Chinese nation is a unified political entity, how to keep the balance between the development of "multi culture" and "one country" is a major issue in twenty-first Century. Minority bilingual education laid a good foundation of the achievement and development of multi culture. It is an effective tool to development of multi culture and it is also a part of multi culture.At the same time, the implementation of bilingual education in minority nationality areas laid the foundation for the equality of all ethnic groups, but also provides the conditions for the national communication possible for the reunification of the country. Therefore, the implementation of bilingual education in ethnic minority areas is not only an effective means to coordinate the "multiple" and "integration", but also an effective way to consolidate the pattern of pluralistic integration.With the continuous deepening of reform and opening up and development of Xinjiang ethnic minority areas, bilingual education has showed vigorous development trend, has been all the more widely. This paper briefly reviews the development course of bilingual education in Xinjiang, Xinjiang and Changji Hui middle school were selected as the case to conduct in-depth study of Kazakh bilingual education.Overall, the Xinjiang area of Changji bilingual education has achieved remarkable success:not only bilingual class students’ bilingual ability has improved significantly, but also promoted the development of national identity and cultural diversity. But due to the constraints of national policy, national cultural psychology, language environment, teachers, curriculum construction and teaching material construction, Kazakh bilingual students Chinese level uneven problems, lack of bilingual learning motivation, seriously affecting the quality of teaching and the effect of Ethnic Bilingual education.In order to solve the problems in the process of implementing the bilingual education, first of all, we need to choose a reasonable value mode and operation mode according to the school’s own situation; secondly, government should make reasonable policy of bilingual education, ensuring adequate funding for education, establish and improve the evaluation system of bilingual education; finally, it also requires the schools to solve the problems existing in the bilingual education teachers, writing bilingual teaching, practical and reasonable setting of bilingual courses, publicity, make bilingual parents support. Multi pronged approach, in order to promote the development of bilingual education in a faster and better way.
