Regarding picture book as the the carrier of my research, I pay more attention on the significance of picture book reading in Minzu bilingual kindergarten, which located in ethnic minority areas and financed by government. After reading the current study on the status of the picture book in our whole country, I want to go deeply to see the value of picture books for minority students. The process of listening, speaking, reading and writing are closely related, various skills cannot be split out alone. Appropriate language art activities should promote the germination of children’s ability to read and write and be able to let the children ready to formal learning to read, In some ethnic minority areas especially the places where the population is more than 50%, the children’s reading materials on the market are relatively abundant. In that situation, the kindergarten should offer good advice for children choosing good ones to read. Whether the reading content can meet the needs of the children’s reading development or not is worthy of our in-depth discussion. As the media widely spread, technology makes children get information more conveniently and quickly. At the same time, paper reading material increases the cost compared with electronic reading materials. How the new media affect the kindergarten in ethnic minority areas make us rethink some tentative changes for the children in the kindergarten. In recent years, a lot of research on the Han children’s early reading has been carried out, but there are less research in Minzu kindergarten which located in ethnic minority region. Young children need to grow up happily and healthily. The understanding of children’s reading is related to children’s reading guidance in the kindergarten. Children’s books are various, but the reason why I chose picture book is that on the one hand I noticed the differences between pre-reading and formal reading. Young children’s reading activities stressed on the wholeness and integration; On the other hand, picture books could be show to children with to forms, pictures and characters, which is the obvious difference with the other picture books and other publications. Children picture book could be explained by the logic of graphics, which could provide different bilingual levels of children in the class to understand the meaning of the books. This research consists of five parts. The first part is introduction, including research background, the research both at home and abroad, the related concept definition, research ideas and methods. The second part of is the first chapter, including the historical development and the concept of picture books, the characteristics of picture books reading, and the relationship between picture book reading and children’s development. The third part is chapter two of this article, the second chapter analyzes the general situation of the Mongolian kindergarten, analyzed the Mongolian kindergarten bilingual children’s language development characteristics and requirements, and culture characteristic of the kindergarten education.
