As so far, while our government has increased public funds in education, it is still not adapt to the demand of education development, especially the rapid growth of higher education and the poor supply and uneven development of elementary education. The hierarchical education system is in a inharmonious situation. As a result, the inefficiency in capital use and serious impact on the whole education system will be caused. Education institute for fiscal studies, therefore, should pay more attention to the problems within the system. From the point of the allocation of public funds in a hierarchical educational system, we can excavate more in-depth financial and economic problems of the education system in order to satisfy the public pursuit of quantity and quality of education.The research is based on the subject-----the allocation of public funds in a hierarchical educational system. Try to apply correlation theory to our research field, exploring the motivation of variation in the hierarchical structure of public education expenditure level, in order to further study the rationality of public education expenditure structure and optimization. The world bank database, the Chinese bureau of statistics web site, China education statistical yearbook database are looked for in the research, so as to obtain the relevant data, finding and explaining history characteristics and tendency of the hierarchy of China’s public spending on education.Through the analysis of the relevant data of other countries, this research discusses the international general rules of public education funds across the education stages. Using the statistical software to overseas public education funds across all stages throughout the years with the empirical analysis, it is concluded that China’s hierarchy of public education funds is in unbalanced the status. Combining qualitative and quantitative analysis, we can conclude the causes to the statistical result. Finally aiming at causes, make the rationality of the hierarchical structure of public education expenditure in the education development clear and put forward the optimization countermeasures and suggestions of public education expenditure structure in our country.
