Minority areas, mostly distributed in where mountains are very high and people are a bit fewer,the bad transportation and ineffective information with backward economic development condition and the low humanistic quality in "remote slant poor"mountain. The low speed of the development of the economic environment and the low quality of humane environment seriously affecte the development of compulsory education in ethnic minority areas. In recent years, in order to promote the healthy and rapid development of compulsory education in national regions, countries, governments, and organizations at all levels invested a lot of financial and material resources. This paper study the present situation of the compulsory education public funds of the Guangxi Zhuang autonomous region,and how to manage the public funds for compulsory education in ethnic areas effectively by issuing 430 copies of questionnaires, interviewing 44 education workers face to face. And try to draw the conclusion and suggestions for effective management of public funds, reference for policy makers.The full text is divided into five parts:the first part, introduction.To introduction the significance and the reason of selection for the topic of the article,and to review the domestic and foreign relevant literature,to define the core concept,introduce the research thought and methods.The second part, the basis of theoretical analysis of the compulsory education public funds safeguard in ethnic minority areas. This is the basic theory part of compulsory education public funds safeguard in ethnic minority areas. Theory expounded mainly from three points:the first is public funds input impact the compulsory education development in ethnic areas (that is, the influence of teaching equipment, teachers, quality and teaching quality), the second is rational analysis of public funds investment guarantee,and then the basic principles of public funds investment guarantee (i.e., the principle of fairness, rationality and validity). These three points can provide a theoretical framework of actual operation about compulsory education public funds safeguard in ethnic regions.The third part, analysis of the situation and problems discussed about compulsory education public funds input in ethnic minority areas. First of all, analyze the present situation of compulsory education public funds input from the aspect of government organizations and non-governmental organizations. And then find some problems from the present situation:such as, inadequate funds, budget management lack of energy, imbalance of moneydemand,the shortage of teacher training funds,inadequate teaching facilities, unreasonable teachers troop structure, the difficulty of left-behind children management and so on.The fourth part, analyze the cause of the problems about compulsory education public funds input in ethnic areas. Mainly from three aspects to analyze the reason, first of all, analyze it from the aspects of government policy, and then analyze it from the aspects of compulsory education school,and finally perform causal analysis from the perspective of the other and compulsory education stakeholders.The fifth part, countermeasures and suggestions about perfecting the compulsory education public funds input safeguard in ethnic minority areas. Put forward suggestions and countermeasures from the aspect of government and compulsory education school:First, the government should increase investment proportion of compulsory education public funds in ethnic minority areas, take an additional and different classification model, and the use of public funds system should be fair and transparent or the government can redraw the public funds expenditure scope; Second can strengthen the school public funds management autonomy, and the school itself can strive for more social donation, or school through their own efforts to create other source of income, Third, if the condition allows,the schools also can be appropriately set up administrative committee to strive for the rational use of funds. Finally,take a brief summary to the full text, and make a prospect.
