Analysis Of The Comparison Of The Compulsory Education Public Funds Investment Between Guangxi And Hubei

Guangxi Zhuang Autonomous Region is a representative western ethnic areas.The situation of investment of public funds for the compulsory education in Guangxi can be a typical example in Chinese western-area.It also can be a classical case in minority nationality regions.Hubei province is located in the heartland of Chinese middle-area and it's an important and strategic area.The investment of public funds for the compulsory education in Hubei has the characteristics of middle-area and representativeness.Therefore,the study chooses the two regions as two typical of the western-area and the middle-area to analyze.By using three methods that is analysis of literatures,investigation and comparison,the study mainly researches and discusses the following seven aspects:the first part is introduction and it's mainly explains the reasons,purposes,significances,methods and procedures of the study.The second part is the comparative analysis on the basis of investment of public funds for compulsory education in Hubei and Guangxi.The analysis includes two aspects that are the change of population and economic level.Comparing Hubei with Guangxi in economic level is mainly from three aspects that are the scale and speed of economic development and the level of economic allocation.Comparing the change of population is from two aspects of quantity and the level of education.The third part is the comparative analysis of the policy of public funds for compulsory education in Guangxi and Hubei,including the comparison of investment policy,management policy and usage policy.The fourth part is the comparative analysis of the total amount of public funds for compulsory education in Guangxi and Hubei,including the comparison of the absolute amount and the relative amount in compulsory educationThe fifth part is the comparative analysis of the allocation of public funds for compulsory education in Guangxi and Hubei,including the comparison of the allocation of public funds and the allocation of public funds of compulsory education.The sixth part is the comparison of investment effect of Guangxi and Hubei compulsory education public funds,including the quality of compulsory education is the comparison of comparison and the compulsory education of the balanced development of compulsory education,the social benefit for the development of compulsory education is mainly to compare from two aspects about the development of compulsory education and compulsory education balanced development level for the compulsory education.The social benefit of the comparison the public funding of compulsory educationThis paper studies the basic conclusion is that Hubei province economy level and the population level of education was higher than that of the Guangxi area,showed that the investment of public funds based their compulsory education is better than that of Guangxi;Guangxi and Hubei Province,the compulsory education investment of public funds policy are in accordance with the national policy to implement,but the Guangxi district for compulsory education the fund management system in rural areas is more clear;the total investment of public funds of compulsory education in Hubei province is greater than that of Guangxi district;Guangxi District of Hubei province for more than the investment of public funds for compulsory education in rural areas,but for the less than Hubei province input elementary school compulsory education public funds for compulsory education in Hubei province;the scale,quality,structure is better than that of and the effectiveness of the Guangxi District,but the fairness of education level is lower than the Guangxi region.In this paper,for the improvement of public funds into the Midwest to put forward four suggestions.First,change the public funds for compulsory education in general division of the Midwest.Secondly,further improve the compulsory education standards of public funds.Once again,the design of public funds for compulsory education subsidy with student mobility mechanism,and improve the implementation.Finally,and improve and refine the compulsory education public expenditure management system.Through the comparison of Hubei province and Guangxi district for differences in public funds for compulsory education,and then analyzes the current policy for compulsory education in the Midwest unified public funds standard quota is reasonable,whether can further promote the balanced development of compulsory education.In addition,investment by public funds for compulsory education of Hubei province and Guangxi District,for the understanding of the two on public funding for compulsory education and the lack of other common progress.The conclusions and recommendations of this study,hope to further promote the compulsory education balanced development contribution meager strength.
