A Study On The Supply And Demand Of Rural Community Service In Southern

Rural communities are the main areas for rural residents to live and yield.It is a community service consumption unit and also a community service purveyance unit.In the process of new urbanization and rural integration, rural residents’ need for community service is increasing continuously, and the purveyance of community service must also be improved rapidly. It has a significant reality meaning for us to improve community residents’ service satisfaction by understanding the current situation of rural community services, finding out the current need of rural residents, and developing supply work for rural community services well.Experience on the construction of rural community services, the local governments have attached great importance in the development of new rural construction in the supply of community service, and according to their needs formed a number of patterns, such as Ningbo, Zhejiang province "village" style, Zhejiang Zhoushan "community management committee "type, Baise of farming village "type and Shandong Zhucheng of two km service circle "type and so on.In recent years, the local governments in the southern part of the Jiangsu Province kept expanding the range of community service and improving the quality and quantity of community services in order to improve farmers’ happiness and reduce purveyance differences of community services between the urban and rural areas. Rural communities are also innovating new community services actively and started service brand building. They have accumulated several practice experience including Wujiang Experience and Zhangjiagang Experience.Research shows that rural residents in the southern part of the Jiangsu Province are satisfied with most of the community services. However, problems can still be found in the process of providing rural community services such as utilization rate of culture and entertainment facilities, living environment improvement, low quality of medical and health services, limited range of employment services and incomplete old age security system etc. More importantly, there is still a gap between community services and the residents need for productive, living services and facilities. The contradiction between supply and demand is still quite serious.The contradiction between supply and demand in the southern part of the Jiangsu Province mainly includes simple service supply body, simple supply content, limited supply target and poor demand deliverance etc. To solve the contradiction between supply and demand in the process of community services in the southern part of the Jiangsu Province, we should establish a financial insurance mechanism, redefine government functions, establish an effective community services demand deliverance mechanism and reform the supply and supervision mechanisms of community services. In this way, we could both improve community services qualities of rural areas in the southern part of the Jiangsu Province, and also keep perfecting community services of rural areas, thus promoting urbanization and rural integration in the southern part of the Jiangsu Province.
