| The development of public sports services has been kept a watchful eye on with the promotion of national fitness as a national strategy and the release of Healthy China 2030.Now,Chinese economic and social development has been transformed into a conflict between the public’s growing demand for a better life and inadequate urban development conditions,which lead to the biggest development imbalance between urban and rural areas and the biggest lack of development in rural areas,but the urban-rural gap can be developed through the balance and coordination of public sports services.The problem of rural public sports service supply has become increasingly prominent at this stage.Seeking innovative supply models to expand the supply dimension,optimizing the allocation of public sports resources and improving the quality of rural public sports services have to be settled urgently.To promote the sustainable development of the public sports service system in Hunan Province,the author of this paper explores the internal operation law of the development of rural public sports service in Hunan Province,improves the theoretical system,optimizes the practice path,and innovates the supply mode of rural public sports service from the perspective of synergy theory.The research focuses on the functional role of "collaboration" to increase the cooperation among various elements of rural public sports services,taking the collaborative supply of public sports services in Changsha County,Hunan Province as the research object,taking the towns(streets)in Changsha County as the survey objects,using The methods of document materials,on-the-spot investigation,interviews,mathematical statistics and case analysis are used to discuss the development of Changsha County’s public sports service venue conditions,safeguard measures,and service content.On this basis,this paper discusses the operation mechanism of the coordinated supply of public sports services in Changsha County,including the three aspects of supply subject,object and environment coordination.Taking Chunhuashan Village as an example,the operation mechanism of coordinated supply is discussed in detail,and finally the rural public sports service is proposed.The optimal path for the collaborative supply of services.The conclusions are as follows:(1)The public sports services in Changsha County have developed rapidly in recent years,and there are relatively sound policies and financial guarantees in terms of capital investment,construction of venues,sports venues occupied by personnel or the holding of social sports public welfare activities.(2)The public sports venues and facilities in Changsha County have a wide coverage.In2016,the "Announcement on the Free Opening of Sports Venues" was issued to promote the free or low-cost opening of various public sports facilities at all levels in Changsha County.Confidence is also high;under the protection of the government and financial resources,the development of sports social organizations in Changsha County is optimistic,and the types of mass sports event organizations are rich;at the same time,the training of social sports instructors has been widely carried out,and farmers in Changsha County are satisfied with the sports guidance training It is also relatively high.The overall satisfaction of the villagers in Changsha County is relatively high for public sports venues.(3)The external reasons that restrict the coordinated supply of public sports services in rural China are mainly reflected in the macro-level politics,economy,and culture,the meso-level sports system,and the micro-level supply and demand contradictions,while the internal reasons are mainly reflected in interests,social capital,policy mechanisms,etc.(4)The government takes the lead in the coordinated supply of public sports services in rural China,and fully exerts the function of "meta-governance".Sports social organizations play an important role in "mutual benefit and win-win".My country’s sports non-profit organizations are "complementary resource sharing" and farmers are "effectively participating in practice". |
