In21st Century, the human society entered brand new times of knowledge economy. The talentcompetition becomes the most intensely in the full of competition society. However, the use andcultivation of talents, not only concerns the country’s economic development and national revival but alsothe social harmonious development. As the saying goes, hundred years’ policy base on education.Education plays an irreplaceable role in the training of personnel. Only to create top ranking education tocultivate top ranking talents, only top ranking talents to promote the innovation and development of theclass, only top ranking innovation and development in order to promote the country’s rich, strong andprosperous. So do a good job of higher education to improve the various categories of college educationalability and teaching level and other various kinds of education? Concerning the future and destiny of anation, the higher occupation colleges education which focus on training of high-quality, high skilledtalents, provide a lot of talents for front-line production, construction, management, service and so on theplays an irreplaceable role in accelerating the construction of socialist modernization the great historicalprocess. National medium and long-term educational reform and development plan (2010-2020)clearly pointed out: the development of occupation education is an important way to promote thedevelopment of economy, promote employment, improve people’s livelihood, solve the three ruralissues, is a key link to relieve the contradiction between supply and demand of labor force structure,must be placed in a more prominent position. Facing the opportunities and challenges of developing sucha big, formulate a set of scientific, perfect performance evaluation system, stimulate the enthusiasm of thestaff, initiative and creativity, and provides strong support for the development of the cause of highereducation and personnel training, is an important task of the higher occupation colleges human resourcesmanagement work, which is also an important topic in current society, the government and the academicdiscussion and research.At present, whether in theoretical research or practical application, the performanceevaluation system of colleges and universities, especially the research of performance appraisalsystem for university teachers work more, the research on performance assessment of higheroccupation colleges is less, have not formed the perfect compared to the theory and practicalexploration. So the author put the direction in the research and exploration of constructingmethod of performance evaluation system of higher occupation colleges, on the relevant theoryand performance evaluation based on research learning, higher occupation colleges in ourprovince to-a well-known XX of Career Academy as the research object, through aquestionnaire survey, discussion on the way, the existence of its existing performance appraisalsystem problems were summarized and analyzed, the feasibility of the implementation of the comprehensive performance evaluation system to carry on the analysis, proposed in thisfoundation the overall framework and ideas of the construction of Career Academy XXperformance appraisal system. Study on the comprehensive use of comparative method, theinductive analysis research method, questionnaire survey method, case study method, literatureresearch method, and clarifies the basic principles, main assessment, evaluation object,evaluation index, evaluation procedures, the results of the content for the comprehensiveperformance evaluation system of XX of Career Academy, combined with the actual proposedorganization safeguards implementation, explore the construction of a suitable performanceappraisal system of higher occupation colleges. I believe this paper discusses comprehensiveperformance appraisal system will become a powerful tool to realize the strategic target of theCareer Academy XX.
