Vocational education is an important component of modern national educational system. Because vocational school teachers determine the quality of education, vocational school teacher performance appraisal becomes extremely important. Establishing and improving vocational school teacher performance appraisal system is the most urgent task for the management of vocational schools. Performance assessment is conducive to promote the all-round quality of teachers and maintaining school competitive advantages.Based on the analysis of the performance evaluation theories and methods of performance evaluation of higher vocational colleges, combining the professional characteristics of teachers of vocational colleges, this thesis designs performance assessment system suitable for teachers in Z Vocational College.Firstly, the thesis states the background and purpose of the research on performance evaluation of higher vocational colleges. The knowledge economy era which currently our vocational education is faced with demands new standards for how to improve evaluation management of vocational college teachers. Proper performance evaluation system in the basis of analysis on the position of teachers' performance appraisal in higher vocational colleges can effectively improve the management level of colleges and deepen teaching reform of colleges and even powerfully stimulate long-term development of colleges, so as to achieve the win-win between colleges and individuals.Secondly, the thesis introduces the concepts and relative theories of the performance appraisal and came to the conclusion that the system is very important to the whole organization. Performance evaluation can not only be used as an important basis for personnel decision-making, but can stimulate the employees to improve performance in reaching the organizational goals. Then the thesis summarizes and analyzes three kinds of performance appraisal methods, compares all the methods carefully, and designs process of Teachers' Performance Appraisal according to the construction principle of the Performance Appraisal System.Thirdly, the thesis expounds the concept and effect of higher vocational teachers' performance evaluation. Performance evaluation can satisfy the objective demands for the position appointments of school teachers, can provide the basis for personnel management, can promote the all-round development of teachers. This part also analyzes the composition of higher vocational teachers' performance evaluation whose main contents should include three aspects of teaching, scientific research and social service.Finally, according to the theoretical and performance evaluation process, and combining the actual situation of Z Vocational College, the thesis constructs Performance Evaluation System of higher vocational colleges. By introducing the ASP technology and database technology which the performance evaluation system needs, determining the scope of the teachers' work, choosing teachers' teaching quality evaluation, designing teachers' professional appraisal plans, the writer constructs five subsystems of teachers' evaluation system whose main functional modules can be used to form the whole website to finally construct the teachers' Performance Appraisal System of Z Vocational College.Establishing standard teachers' Performance Appraisal System of higher vocational colleges actually puts forward higher request to the assessors themselves. It tells us we not only should pay attention to individual performance but also pay more attention to the overall evaluation, which show the correct direction for continously improving the performance appraisal system that the assessors should try to improve the accuracy and scientificity of qualitative evaluation indexes based on objective and impartial choice of the quantitative evaluation so that the teachers' Performance Appraisal System can really be strong support of raising the level of management for higher vocational colleges.
