In the 1980 s, a group of local vocational university which was different from general college career was born, marking China’s Higher Vocational Education officially started. After thirty years of development, the number of vocational colleges has accounted for half of higher education in China, the rapid development of higher vocational colleges has made a considerable contribution. But over the past two years, the enrollment of vocational students in the provinces and cities appeared shrinking phenomenon, vocational colleges are also facing the pressure of survival and development, and this phenomenon aggravated the competition among the vocational colleges. If the college wants to win in the competition, they need to be able to provide more quality teaching practices and related training activities. Therefore, having a group of teachers with high-quality, high-level, dynamic and innovative power is the key to success. Building a scientific, rational, comprehensive performance appraisal system is imperative, it is not only the recognition and respect to the pay of teachers in vocational colleges, but also to guarantee the quality of teaching in higher vocational colleges. It is effective tool to promote the development of vocational education in a health way.The purpose of this study is by studying X Polytechnic College for the research object, to analysis the current teacher performance appraisal system, find problems and deficiencies, and to analyze the problem, and then propose appropriate improvement measures, these improvement measures for improving teacher performance appraisal system of this college has meaningful guidance, and with the progress it can make reference to other vocational colleges.In this paper, it use the theory of human resource management as the main research theoretical basis, and throughout the course of the study. It summarized the experience of domestic and foreign university teachers performance appraisal system, acquainted the current teacher performance appraisal system and collected relative documents in X Polytechnic College. 200 school staffs conducted a survey, it summed up the problems and deficiencies of current performance appraisal system through the survey. Then it rebuild a new performance appraisal system for the college by combining the theory of modern performance evaluation and the practice of building teacher performance appraisal system in X Polytechnic College. Finally it laid out contributions and short comings of this study, and indicated the direction of future research.
