The youth, who shoulders the responsibility of the revitalization of Chinese soccer, is the hope for its development. Campus soccer, a campaign launched to cultivate teenage soccer players and promote the development among teenagers at school, has empowered the education department with the mission.A joint proposal by General Administration of Sports and Educational Administration of China on the promotion of teenage campus soccer on February 25 th, 2013 has indicated the emphasis on the cause and leadership. According to the proposal, sports and education departments at all levels as well as other institutions should cooperate with each other to increase involvement in the campaign in the following areas: coordination of input to ensure enough resources; construction and utilization of infrastructure to expand investment channels of venue construction and capital operation and development of teaching staff by restructuring and planning of full-time PE teachers, especially soccer coaches. It also demands schools to enhance soccer education under their specific conditions. Those with soccer fields should progressively promote the sport, while pioneer schools have to create conditions to design selective courses and school-based curriculum.In July, 2014, Chinese educational administrator Yuan Guiren stated in National Campus Sports Planning Meeting that PE classes for primary students above third-graders would be increased to 4 sessions and for high school students to 3 sessions. No schools should occupy PE class sessions for any other purposes. He iterated the focus on important projects to attain breakthroughs while mushrooming it nationwide by drafting and implementing a medium-and-long-term development plan with a proper layout of pioneer schools.The thesis, which aims to identify the problems in the carry-out of campaign in primary and secondary schools, and to offer constructive solutions, is an investigation of soccer activities in both province-level campus soccer pioneer schools and other ones in Luzhou, Sichuan Province, hometown of the author. The author adopts the methodologies of literature, interviews, questionnaires and statistics in the analysis of the interviews of 20 principals, 816 students, 30 soccer coaches, 481 parents in the pioneer program, and 10 principals, 633 students, 12 soccer coaches and 468 parents not included in the pioneer program as well as 11 soccer experts and heads of education departments of the government. The issue is approached by discussions over the status quo of its development, participation, parents’ and the school leaders’ attitude and teachers’ development so that coping tactics could be suggested.
