Since the early 90 China started large-scale to promote informatization construction in every field under the guidance of the relevant policies of the government, especially in recent years the Internet popularized in our country, which more accelerated the widespread application of information technology and rapid development,to the traditional management mechanism and mode of operation has brought a revolution in all aspects of the university have also teaching, research, administration, etc. are the establishment of a platform for the development of information technology, although information technology tools have been widely used in the daily work of the university, but in the development process, there are still many problems.In this paper, taking A University as an example, through interviews with university te achers and students in the form of a questionnaire survey of college information constructio n in the problems of research and found that the prevalence issues that many colleges and u niversities exist:During the process of student management information construction,lacks s cientific support for the idea.existing management tools can not meet the requirements of in formation technology, low efficiency of information technology is widely used, universities lack of information, such as monitoring and protection system.Invoking " Prospect theory "," two-factor theory of incentives", " Theory of business process reengineering", " TRIZ theory" and other relevant theories of Management, this r esearch construct a set of information technology innovation system on the common proble ms in the local education of University informatization. The innovation mechanism of atten tion from teachers, school leaders, students from the perspective of construction promotion ideas; incentive two aspects of health factors, motivation theory in the construction of infor mation management from two factors; innovation mechanism construction program manag ement information system from the system working process and take the student as the cent er; From the aspective of the innovation mechanism of hardware technology, team building diversification, technology, fine technology construct the innovation of management meas ures, to provide students with a full range of scientific information services.
