Popularization of Higher Education under the background of modern vocational education system to improve the reform and development of higher education is the trend in China. At present, China’s higher vocational education is mainly confined to specialist level, training goal is skilled personnel, which is incompatible with China’s current senior technical talents much needed background, resulting in more and more prominent structural contradictions in employment. In recent years, the party’s eighteen lot of "efforts to build a modern vocational education system" as an important content, and gradually raise the national level to explore the development of vocational education undergraduate level.Successful implementation depends on the undergraduate level vocational education training model whose scientific construct. Institutions of higher learning training model is a bridge to achieve training objectives, scientific construction of training model helps to personnel training and personnel training to achieve quality improvement goals. However, at present China’s actual demand for the output of higher vocational education personnel and society there is a considerable gap, personnel training as a core element of the training model needs to be further explored and improved.On the basis of the status of implementation of the undergraduate level vocational education to sort out on talent training model as a starting point, through literature analysis, comparative studies and other research methods, explore their talents training schools exist in the process as the convergence of positioning, training objectives are not clear, the lack of relevance and flexibility of professional settings, the lack of security and other issues of school-enterprise cooperation.
