The progressive expansion of higher education started from the end of 1990s leads to the mounting of gross enrollment rate up to approximately 25% and for a long period of time to come, higher education of China will maintain the momentum of development characterized by all-around and regional popularization. Under such circumstances, pluralism of cultivating criteria shows up, and good education should aim at creating distinguishing schooling features and improving overall ability of students instead of focusing on enlarging student quantity. Accompanying the rapid social, scientific& technological advances, China needs more and more technical talents, especially those of high-level and therefore the contradiction between the mono-educational model and the actual requirement for graduates becomes extruding. Based on educational experience of developed countries and regions, many new undergraduate colleges and universities in the developed coastal area of China make full use of their traditions and their own advantages, put forward explicitly the guiding ideology of undergraduate technical education and cultivating undergraduate technical talents with a view to running the school adapting to social needs, different from traditional universities and colleges with its unique characteristics.The concept Undergraduate Technical Education exists among all-level universities and colleges in China. However, owing to limits in respect of time and capacity of the author, study of this thesis mainly focuses on overseas schools such as FH of German, British Polytechnics, Sci-Tech schools of Japan, Taiwan University of Science and Technology and domestically new undergraduate universities and colleges set up around 1990s. For convenience of the research, on the whole all those schools are referred as undergraduate technical schools.In retrospect, it is known that along with the fledging of the third science and technology revolution and the rapid progress of modern technology, universities and colleges dedicated to technical education sprang up like mushrooms in most of developed countries and regions since 1960s. These institutes, with their unique model of education and cultivation of high-quality talents, not only meet the social needs for technical graduates but also promote the diversification of higher education. Causes behind as to why so many countries or regions set up these technical institutes, what are their distinctions compared with other institutes of higher education, what are their experiential and referential function for the counterparts in China need our further exploration. What lesson can we draw from these institutes' marching toward higher level of talent cultivation since 1990s? With the above-mentioned questions, the thesis analyzes and studies background and traits for cultivation of talents in undergraduate technical education of representative countries and attempts to, by comparison, discover how they implement their cultivation of talents. By doing so, we can come to understand clearly and distinctly existing problems in the process of technical education in China, summarize the beneficial experience and lessons for technical institutes in China with an aim to further satisfy the need for qualified and innovative technical undergraduate who conform to our social and economical development.The thesis selects comparative study of undergraduate technical education as its perspective of study, abides by the research thinking of induction, and conducts its study from aspects of history, factor analysis and case study etc. Comparative analytical method penetrates the whole thesis as the core study method. Historic features, continuity and characters for undergraduate technical education are made clear through vertical comparison and status quo of technical education in different areas by horizontal comparison. Other study method as historical archives, case study, factor analysis and are also deployed in this thesis.Via extensive comparison, deduction, and induction, the thesis concludes the follows points of view: I. As a form of education, undergraduate technical education evolves from the social economic and Sci-tech progress with different status geographically. II. Along with the technical expansion, especially high-tech advance, undergraduate technical education breaks away from vocational education or engineering education and shapes itself with independent education system, which is based on major structure and course system. III. Undergraduate technical education boasts its unique and basic features with orientation in technology (high-tech in particular), advanced manufacturing enterprises as target industry, compound knowledge, ability and major as educational purpose, practical training (especially practical techno-training ) as way to cultivate techno-ability. IV. Formation of complete technology-oriented talent cultivating system is the sure way forward. Undergraduate technical education shall take full consideration of characteristic and trend of modern techno-development, strengthen elementary education of technology, make full use of enthusiasm and initiative of students, create the atmosphere of techno-education, consolidate fostering of practical ability and seek cooperation between schools and social enterprises. V. Owing to the ever-growing competition between universities and colleges, educational diversification and assimilation come into existence. Under competition of common universities of undergraduate education, some technical institutes may change or lose their features, but staunch and competitive ones may makes distinction with common higher education, preserve and improve undergraduate technical education by learning from others.The thesis consists of six chapters:Chapterâ… Introduction. This chapter mainly explicates background information, definition of relevant notion, literary review, research thinking and method as well as main content and new idea appeared in this thesis.Chapterâ…¡Historical Retrospect of Undergraduate Technical Education Since WWII. Divided into three different historic periods, namely from 1960s to middle 1970s, from late 1970s to middle 1990s and from middle 1990s until now, the thesis discusses the incubation, development and reform background as well as educational features of undergraduate technical education in developed countries and regions. The author, based on the above information, summarizes the development trend of undergraduate technical education and talent cultivation around the world. Chapterâ…¢Analysis of the Influential Factors of Undergraduate Technical Education. This chapter focuses on social and economic, sci-tech and educational factors and their impact on training target, talent training standard and talent cultivation model of undergraduate technical education.Chapterâ…£Case Study of Overseas Undergraduate Technical Education. In this chapter, the author concentrates on comparison and analysis of education model of schools such as FH of German, British Polytechnics, Sci-Tech schools of Japan and Taiwan University of Science and Technology. Basic features of education model are also analyzed from specific majors and thus the author lists their referential and experiential roles for China's undergraduate technology education and cultivation of technological talents.Chapterâ…¤Status quo of China's Undergraduate Technical Education. This part of the thesis makes analysis of development of China's undergraduate technical education, sums up experience of relevant institutes, and at the same time detects problems in aspect of education and cultivation within these universities and colleges.Chapterâ…¥Regularity Understanding and Reform Path for Talent Cultivation of Undergraduate Technical Education. This chapter expounds in detail basic laws in undergraduate technical education, and makes strategic proposal for further development of undergraduate education in China.
