The appearance of the undergraduate level higher vocational and technical education in general colleges and universities is the special approach to developing the vocational and technical. It meets the need of varieties on higher education intellectual and educational type, making full use of current educational resources to develop the vocational and technological education by means of multi-channel, multi-mode, multi-standard. Undergraduate level higher vocational and technical education is an important component of higher education of our country and plays a important role in the our country's education. Because general colleges and universities began the vocational and technical education in 1999, its patterns, management, and teaching reforms which are at its infant stage deserve our more thinking and exploitation. There are still many questions in the course of development, such as the localization of running a school, training objective, training mode, the overall arrangement of structure, etc. Especially there are numerous formulations in the talents training mode. Based on investigation into China's status of higher vocational and technical education and learning from domestic and overseas research result of it. This paper attempts to analyses the current situation of the talents-training mode in our country and puts forward the main problems that exist in the course of the development of the undergraduate level higher vocation and technical education. And on the this basis, the paper puts forward builds and constructs the theoretical foundation, concrete measures of the talents-training mode of the undergraduate level higher vocational and technical education.
