A Research On Measures Of Providing Public Services By Public Sports Stadium Under The Background Of The National Fitness Strategic

This paper takes the contents of public services by the public gymnasiums and stadiums in Luoyang city as jumping-off point, by the methods of documentary, expert interview, questionnaire investigation and mathematical statistics and other research methods, through the form of on-the-spot investigation, in order to have knowledge of the current situation of offering services by the public sports sites and stadiums in Luoyang city. What's more, after analyzing the problems during enjoying the public services, it would summarize the reasons and put forward effective countermeasures and suggestions.The results showed that:(1) the public gymnasiums and stadiums in Luoyang city could provide basic and public services for the residents, revealing its commonweal. Meanwhile, five of the public gyms and stadiums provide sports facilities and sports services; 80% of the gyms provide the service of sports guidance and organizations. However, there is less sports information and there is lack of physique monitoring service.(2) The main public service still is the primary indoor and outdoor sports facilities and fitness equipment. As for the shops, bathing rooms and other supporting facilities' services are always in a poor condition. At the same time, there are not enough sports talents as professional guidance. Meanwhile, there are insufficient guide services of sports and fitness, such like the scientific fitness guidance and consultation, personal fitness plan, exercise prescription and social instructor training, etc.(3) after the reform of the self-sustaining marketization, the gyms was trying to diverse business molds. With the rising economic benefits, here also come the arguments that whether the marketization operation would damage the public welfare of the public gyms caused by the public and the media.(4)Deprivation of preferential policy from the government and supports of other compensation mechanisms has, to some extent, activated the enthusiasm of the services the gyms offer.Bringing the strategies of improving the public service offering methods of public gyms in Luoyang,(1) Public gyms should follow the path of industrialization featured by “physical exercising oriented and diversified management”, and insisting on the public benefits steadily.(2)Enriching the public services in the public gyms, improving the relevant service facilities and enhancing the quality of the services of public gyms,(3)Developing and inventing service items, combining the resources of our own, emphasizing the development of intangible assets, creating featured projects to attract the citizens to join physical exercises and purchase.(4)The government should issue preferential policies to improve the value compensation mechanism and increase the public service enthusiasm of gyms.
