Research On The Current Situation And Improvement Countermeasures Of Rural Public Sports Service

As an important part of rural basic public service,rural public sports service satisfies rural residents’ demand for public sports by providing sports products and services to villagers.However,the sports demand of rural residents is more and more diversified,and the demand for rural public sports services is also higher and higher.In order to better contribute to the Healthy China campaign and achieve the strategic goal of promoting rural revitalization,the grass-roots governments need to further improve the capacity and level of public sports services in rural areas,and constantly match the supply of sports products with the sports demands of villagers.Promoting the improvement and development of rural public sports services can effectively meet the needs of sports culture of rural residents and provide practical guarantee for rural residents to participate in national fitness,which conforms to the requirements of the functional transformation of Chinese government and is conducive to the construction of service-oriented government.Firstly,this paper focuses on the field of rural public sports services,selects Xindian Town of Luohe City in Henan Province as the research area,adopts the literature research method,and combs the latest research progress in the field of rural public sports services at home and abroad from three dimensions of public services,public sports services and rural public sports services.The results of literature research are presented in the form of literature review.Secondly,this paper makes a detailed analysis of three typical cases of rural public sports service in Wujin District,Changzhou City,Jiangsu Province,Jingshan County,Jingmen City,Hubei Province and Gu ’an County,Langfang City,Hebei Province,and summarizes three characteristics of rural public sports service from these three cases: First,the main body of rural public sports service emphasizes pluralism and compound;second,the content of rural public sports service is more detailed and diversified;third,the way of rural public sports service relies on digital network.On this basis,the paper summarizes and puts forward three new requirements of the current rural public sports service,which are people-oriented,satisfying the real needs of villagers,adapting to local conditions,highlighting rural characteristics,insisting on cultural confidence and carrying forward traditional folk customs.Finally,this paper combines the questionnaire survey method with the interview method to make a detailed summary of the specific situation of Xindian Town in the study area.By analyzing the questionnaire data and interview data,it describes the current situation of the rural public sports service in Xindian Town from four aspects: the process of policy implementation,the supply participants,the construction of facilities and the content of activities.At the same time,based on the three theories of public choice theory,new public management theory and new public service theory,the paper puts forward the existing problems of rural public sports service in Xindian town,analyzes the causes of these problems,and then puts forward feasible countermeasures to improve them.The specific countermeasures are as follows: the first is to expand the influence of policies related to rural public sports services;the second is to strengthen the main responsibility of rural public sports service supply;the third is to strengthen the construction of rural public sports service facilities;the fourth is to improve the quality of public sports activities in rural areas.
