Nowadays, the introducetion and use of marketization methods into the public sports service supply have become the hot and important topic. This research aims to investgate and construct the concrete way, institutional arrangement, facing problem and risk evading of public sports service ,makering supply way in china ,adopting the documentary method, expert inquiry method, system analysis and cases analysis method to research the concretion of public sports service supply, The conclusion of this research includes following aspects:Firstly, new public management theory, public choice theory, principal-agent theory and the current the practical needs of our public sports services based on the operation of the market.Secondly, public service sports franchise is a mode which is mainly in the public sector will be public sports services transfer to the private sector. This method can be applied to large public sports. The participants have demonstrated for not closing or contract changing risks during the project franchising process. The measures of risk aversion are to improve the demonstration project, a sound legal system and safeguard mechanisms project.Thirdly, sports supply of public services is changing the traditional administrative relationship, establishing division competition, forming the inter market and providing the way of public sports services in the internal market of the supply of public sports service system. Internal market may have transaction costs and asymmetric information, such as production risks, risks reflected in the increase in transaction costs and internal closed information. Avoiding risks of major initiatives is to improve the transmission of information and communication.Fourthly, public sports services user fees is the approach of public sports consumers to pay the cost of service. This approach applies to the nature of public clubs products and sports services. Project operators may arise the services of public sports prices in order to gain maximum benefit. The measures of avoiding risk are to strengthen supervision and management costs.Fifthly, sports voucher system for public services is that consumers use vouchers in the public sector to choose between different producers'public sports services. This way aims at regional service projects. Project operators may have the risks in the approaches of manufacturers simply to have good projects and the proceeds of fraud to obtain vouchers. The project access mechanism and the establishment of effective supervision avoid these risks.Sixthly, public sports services in government procurement is the chief government to carry out sports to provide public services according to the statutory procedures and the way in the market access to goods, works and services activities. Government procurement may have corruption. The main way to avoid corruption is to strengthen education and improve the procurement system and so on.
