China has achieved the first step by the across of the large population nation to the nation of great human resources with the high-education achievement of developmental goals of the higher education popularization and also with teachers grow year by year. However, the existence of the dialectical relationship between scale and quality is the unity of opposites. In recent years, the "leaping" development characterized by the number and size as the breakthrough of our universities made the contradiction of the scale and quality of high-education extreme gradually so that the quality of high-education is difficult to be obtained which also cannot satisfy the social needs of talents. However, cultivation of talents is the fundamental task of universities; the quality is the lifeline of universities.Once the quality if not qualified, any changes of quantity or scale have no real significance. In order to focus on the improvement of the quality of high-education, to realize the connotative development of high-education, the Ministry of Education, in 2007, issued< the project views on the implementation of undergraduate teaching quality and teaching reformation> (referred to as the "quality project") which will treat the construction of teaching as the key construction to improve the quality of education effectively. In addition, function is in the structure, strength is from the combination. The operation and future development of a teaching team are ultimately rely on the initial formation and structure construction.This paper, according to the relevant state regulations and the provincial teaching team acceptance index system in universities of Shaanxi province, considered the National Education Statistical Yearbook of 2013 and present reference of teacher structure, treating the teaching structure of 14national sports teaching team and 8 Shaanxi provincial sports teaching team as the research objects, surveying detailed from the scale, age, professional title, academic structure and leaders’ personal situations etc., main aspects, and wrote by comparative analysis to the average levels of the structure of teachers and the national sports team teaching teachers structure. And finally found that there are some main problems in current provincial sports teaching team teaching structure of Shaanxi Province:1st, the teaching team size is too large; 2nd, the age structure of teaching team presented the aging trend; 3rd, the low proportion of teaching team of senior titles; 4th, the proportion of high-education in teaching team is low; 5th, the leaders’ proportion of education are low and too administrative with the lack of selection system of team leaders. To those problems, the author analyzed the main reasons for absolving:1st, the audit system to teaching team no matter provincial or national are not perfect; 2nd, the existence of makeshift in the process of sports teaching team construction; 3rd. small mobility with sports teaching team members and talent introduction and elimination are not perfect; 4th, the leader of university administration is the fundamental reason of administration. Finally, the author puts forward the following suggestions:1st, specification to the basic requirements of Shaanxi province sports teaching team and the acceptance criteria; 2nd, take reasonable means to the deficiency teaching team structure optimistically; 3rd, expand the way to transformation of the research achievements; 4th, introduce the talent introduction and elimination system, establish the talent flow inter-school.
