Construction Of Shaanxi Province Sports Industry Structure Optimization Index System Under High-quality Development

In March 2020,the general office of Shaanxi Provincial People’s government issued the implementation opinions on accelerating the construction of a strong sports Province,which led Shaanxi’s sports industry to move forward from the high-speed growth stage to the high-quality development stage in the new era.In the high-quality development stage,we should not only pay attention to the change of quantity,but also pay attention to the quality of industrial development and the social and economic benefits of industrial development.As a relatively developed province in Western China,the development of sports industry in Shaanxi Province is still relatively backward,and there are still problems of unreasonable sports industry structure.Under the background of high-quality economic development,how can Shaanxi Province,in accordance with the major strategic deployment of the party and the state,promote the optimization and upgrading of sports industry structure to obtain the driving force for the high-quality development of sports industry,Therefore,in order to promote the better and faster development of sports industry in Shaanxi Province,build an index system of sports industry in Shaanxi Province under high-quality development.This paper uses the literature method,interview method,Delphi method,analytic hierarchy process and other methods as research methods to establish an indicator system for the optimization of the sports industry structure in Shaanxi Province under high-quality development.The research object,secondly summarizes the connotation of the optimization of the sports industry structure in Shaanxi Province under highquality development,and analyzes its mechanism,and finally constructs an index system suitable for the optimization of the sports industry structure in Shaanxi Province,and according to the current situation of the sports industry in Shaanxi Province,Put forward corresponding suggestions,so as to promote the sustainable development of the sports industry in Shaanxi Province.The main research conclusions are:（1）Analysis on the optimization mechanism of sports industrial structure in Shaanxi Province under high-quality development.This paper analyzes the stability of sports industry,the coordination of sports industry,the efficiency of sports industry,the innovation of sports industry and the sustainability of sports industry: innovation refers to the development of sports industry driven by innovative technology;Stability means that the development of sports industry can not fluctuate greatly;Coordination refers to the internal coordinated development of the sports industry,and all industrial departments comply with the development law and relationship of the sports industry;Sustainability means that the development of sports industry is no longer at the cost of resource energy consumption and environmental damage;Efficiency refers to the process of improving the production efficiency and resource allocation efficiency of sports industry.（2）Characteristics of sports industrial structure in Shaanxi Province.The characteristics of sports industrial structure in Shaanxi Province are the imbalance of industrial structure and industrial distribution.Sporting goods manufacturing industry is the focus of sports industry in Shaanxi Province,and the turnover of sports service industry accounts for a low proportion;The distribution of sports industry in various regions of Shaanxi Province is uneven.There is a great gap in the development of sports industry between Guanzhong area centered on Xi’an and southern and Northern Shaanxi.（3）Build an index system for optimizing the structure of sports industry in Shaanxi Province under high-quality development.Using the Delphi method,the index system was optimized through two rounds of questionnaires,and the analytic hierarchy process was used to test it.Finally,the optimization index system of the sports industry structure in Shaanxi Province under high-quality development was determined,including 5 firstlevel indicators,11 second-level indicators level indicators and 24 tertiary indicators.From the perspective of the weight ranking of the indicators,the efficiency index of the sports industry is the highest,indicating that for the current development stage of Shaanxi Province,in order to promote high-quality development,the most important thing is to improve the efficiency of the sports industry structure.The weight of the stability of the sports industry is relatively low,indicating that the structure of the sports industry is optimized under the promotion of high-quality development,and the impact of stability is relatively small.（4）According to the current situation of the sports industry in Shaanxi Province,suggestions for the optimization of the sports industry structure in Shaanxi Province under high-quality development:1)Maintain stable development and promote the sports industry to enter a new stage;2)Promote coordinated development and promote the balanced development of sports industry among departments and regions;3)Improve efficient development and change the development mode of the sports industry;4)Accelerate innovation and development and enhance the competitiveness of the sports industry;5)Enhance sustainable development and combine sports industry development with ecological environment protection.
