What’s more, it provides the qualified builders and successors for the cause of socialism with Chinese characteristics. University culture, as an important part of the advanced culture, not only bears the same mission, but also acts as the backing support for the construction of the advanced culture. With the reform and opening going deeper and further, the political multi polarization and economic globalization as well as cultural diversity make the society enter a new time, which not only brings great opportunities for the construction and development of college and university culture, but also makes colleges face more server challenges at the same time.As an important part of the "Five in One" development strategy, either the nation or the individual pas more attention to building and developing the culture.A university is normally viewed as the hall of knowledge, as the thoughts source of knowledge innovation as well as an important base for training, whose cultural construction will have an effect on the quality of person training and the overall development of the social culture construction, and moral education in China is an important measure of overall talent, but its importance is often overlooked in the course of the current university personnel training. Therefore, in the course of building and developing the university culture,we should pay more attention to moral education, regarding the idea “focus on moral education and improve someone” as the key to the construction of university culture, only in this way, can we ensure that the construction of university culture runs healthily and sustainably.By analyzing the situation that exists in the course of the construction of university culture these years, this paper sums up the experience of the university culture construction in China, explores the problems that exist in the process of cultural construction and development of the university and makes is clear that the university culture plays an important role in the process of the national culture construction. Finally, based on the idea “focus on moral education and improve someone”,we should do well in spiritual cultural, institutional culture, behavioral culture and material culture to build university culture so as to put forward the idea on how to construct the university culture and to explore the means that make the university culture return to the essence a real university.
