Constructing Moral Education System in the background of Cultural Strategy is essentially a stady about moral system in terms of cultural vision. Cultural standpoint of the research in moral education system can promote it to be itself. It is said to be a meta-study of moral education. Construction of an effective moral system is an important component of moral studies. Of course, the construction of moral education system is inseparable from cultural factors, which is not just about the relationship between the moral and cultural dictates, but about the scientific basis for moral education system.In the vision of Cultural Strategy, we can find many problems in the Moral Education System, for example:The reality of our moral education is no longer able to adapt to the requirements of social development; Over the past century, in the area of Moral Education System, political ideas have replaced moral ideas. Scientism,science and technology-oriented thinking deeply impacted Moral Education System, and cultural value of education has long been neglected.From China's reform and opening up on, accompanyed by "taking economic construction as the center", the focus of national work had changed,as the same time,material civilization began to occupy the main aspects of social life,and economy, science and technology began to invade the moral value of criterion areas:wealth, knowledge became the level of an important basis for morality. Violent transformation of society urgently requires a new moral system. China's social relationships, moral beliefs and traditional value system experienced an unprecedented level of violent impact, social structure, economic structure and cultural structure of a fundamental change. This is the ultimate goal of a cultural strategy and is the ultimate value of Moral Education.Moral education model is the basis and foundation for moral education system, so constracting Great Moral Education in Colleges and Universities system should concern first of all develement of moral model. People-oriented moral education model of basic values is the future trend of development. Constructing an effective model is an important part in buildingthe moral system of moral education. Of course, moral education mode is inseparable from moral and cultural factors which must be carried out within the framework of the cultural strategy. "Engagement Moral Theory" in the life-world, through exchanges, in addressing the problems of life at the same time, acceptancing of cultural and ethical requirements and internalization, to achieve a sense of cultural and moral solution. It has always been concerned about the lives of the world, concerned about the people's own development.Access to the truth is not the most important, to shape the spirit of the people with a sense solution is its value. Interaction essence of moral education is to promote student awareness-raising, and enlighten the student's thinking, to explore the existence of life to achieve continuous-understanding, as much as possible to achieve the comprehensive free development. In short, "Engagement Moral Theory" 1 is the future development trend of moral education.Aafter determining the moral development model, construction of specific moral systems becomes an important operational task. Moral education system needs multi-system support, in particular cultural systems and resources, therefore, Moral Education Systemmajor must be constrcted in the base of Cultural Strategy. Moral purpose, content, approaches, assessment, security, and other moral education in traditional colleges and universities on the basis of drawing on the experience of Western countries in cash, combined with the request of cultural strategy, is to strive to break through the development.
