Baiwang town is located at the east of Huishui County. It is typical mixed area where mainly Han and Miao ethic lived together in south central of Guizhou. With the development of society, social culture, political concepts, etc are changing here. Then, nation administrative power penetrated in countryside deeply. Village cadres from Miao ethic and Han ethic are struggled with each other under the influence of traditional power and government management when they govern the country. They make the use of their own resources to maintain the power to run smoothly then to carry their points when they manage countryside issues. Tradition of governing stockade village is changing quietly under the influence of current administrative power and culture power. Many village cadres change their authority to benefits when they manage stockade villages under the current system. In order to gain benefits and social status, village cadres established authority network. In Kaixin countryside where Miao ethic and Han ethic live together, village cadres form both sides make use of their authority internet to strive for speaking right on resources and initiative on problems. They tried to shape their“prestige” in villagers during governing villages. To some extent, it is can be seen as epitome of village cadres’ power running condition of ethic mixed areas in south central of Guizhou. Under the great background of rule by law, researching on village authority internet has great importance in understanding village cadres’ power running condition and village governing condition in ethic mixed area.
