It is advantageous to guarantee do activities, do exercise and improve physical quality’s right of the primary and middle school students.This paper compared the primary and middle school sports facilities in Tianjin and Gansu by Questionnaire survey and field investigation. Reveal the shortcomings of two cities put forward solution, In order to explore the construction and development of sports facilities and give advice and suggestions of elementary and middle schools in China by literature review and data analysis. At the same time, to enrich the results of the comparison between east and west in China. And provide theoretical support for the construction of the non balanced development of the school sports facilities in primary and middle schools in our country.Conclusion: we should clarify the purpose and task of school physical education, recognize the development status quo, overall development level, use unbalanced development tools, and promote the gradual progress of regional primary and secondary school, finally achieve balanced development. And the number of outdoor facilities is more than indoor facilities betweenTianjin and Gansu Province, the ball sports facilities development is good than other sports, cities development is good than rural primary and secondary schools, the open degree of the site is low, and the utilization rate is poor. At the same time, there are differences in the degree of the overall site facilities, the priority development of sports venues and facilities, degree of satisfaction.I suggested that we should increase the degree of attention, abundance and species, strengthen use level of management, to intensify the construction of, and standardize the use of rules, improve the utilization rate in the process of development of elementary and middle schools sports venues and facilities.
