With the rapid development of chain’s economy and society, as an important strategy and trend of the development of the national education, the construction work of learning society and lifelong education has become an important way to build the team of the talent and to renew the knowledge. Being the think tank to serve the society, the University should take advantage of all resources, including its teaching staff, various subjects as well as some other comprehensive sources, to ensure the full training of the talent and to guarantee the effectiveness of the education. During the past decade, non-diploma further education in colleges and universities has achieved lot. However, it still has a long way to go for the higher level in the aspects like:teaching environment, teaching staff, management as well as teaching goals. We need to find a better way to make further exploration and research in finding a more suitable way of cooperation in the non-diploma further education.By using literature research, comparative study and case study, the paper analyzes the features of different types of further education on the basis of the theory of public interest balance and partner theory. After researching, the study found that the cooperation, marketization as well as wind spread of communication are the main characteristics to guide the development of further education. Through the description and explanation of current situation of non-diploma further education, the paper makes analysis and find restraints to today’s further education mode, believing that its problem is due to the lack of communication between different cooperation modes, staff matters, and marketization. By studying the non-diploma further education in US, Europe and Japan, the paper summarizes the features of foreign education mode and find the new approaches to develop our own non-diploma education, which is to follow the way of sustained development, meet the need of market etc. To be specific, new measures will be taken like:the training cooperation between school and government; the building so-called cross bridge of lifelong learning to admit credits; multi-cooperation among universities and enterprises; online education as well as community colleges, hence developing the non-diploma further education continuously.
