The Research On Optimization About Awarding-diploma Flow Of Open Education In Rtvu

With its implementation in China, as well as the pilot test and popularization of open education mode, distance education has been an important way of lifelong learning in knowledge economy era. As the largest distance learning organization, Radio and TV University (RTVU) is growing to be the foremost in the world. The RTVU registration management is more and more difficult; meanwhile, the awareness of students'legal rights is rising. How to guarantee and increase the quality of registration management becomes an impendence and important task. The accreditation and certificate issuing is even more significant, which has the most intimate connection with students'vital interest. In recent years, with the enlargement of the RTVU open education scale, the number of students has been boosting. That is the same with problems in certificate issuing. For instance, missing or delaying transaction of some certificates. Students complain at times and even some lead to law dispute.We should change our mind and find out the malpractice of the transaction procedure so that reform the former methods and process. In another words, that is to optimize the transaction procedure. This thesis aims to unearth the root and relevant factors and probe into new ideas to increase issuing efficiency. Based on the integrated management theory of project management and BPI(Business Process Improvement), the article proposed an optimized path, the scheme of accrediting in batches and printing to issue concentrated. The procedure of accreditation is relatively quite simple focusing on the manner. According to the above scheme, we change the former way in which graduated qualification is verified by provincial RTVUs into batches on demand of the new procedure. However, the issuing part is quite complex but the key point, including checking off the information of graduate students, printing certificates, pasting photos and submitting etc. The article analyses the main disadvantages of the former procedure. For example, the period of issuing is too long. The format of certificate is not of standard. The need of issuing ahead of time is not satisfied. Provincial RTVU is burdened with large number of certificates and the risk of carriage,as well as a long time on the road. Therefore, the scheme is put forward that certificates should be centralized to print.Its renewed opinion is as follow. The certificates will not be printed by provincial RTVU but by CRTVU (Central Radio and TV University). Photos of graduate students will not be pasted in the provincial RTVU but by CRTVU who incepts the e-photos and print them out. The provincial university should add the part of photo linking and skip printing certificate and sealing; moreover, it doesn't need to carry the certificates between the provincial university and CRTVU. The branch colleges also add the part of photo linking and skip pasting. The new procedure can shorten the time of issuing graduate certificates and avoid nonstandard work so as to assure the quality and raise efficiency. Furthermore, it may solve the problem of transaction ahead of schedule. This will make the need of the students and protect their right.
