China enters a transition period on high-speed, while our higher education is also in a critical period. Independent College is born in 1999, till now its development has spent a very short time, employment-oriented mechanism has been not yet mature. In this paper, according to the analysis on the inevitability of the employment service system developed from the academic-oriented style to the employment-oriented one in China transition period, it reversely proves the applicability of the new public management theory in the public service, while makes analysis on how to satisfy the market for Independent College on providing product requirements through innovation of the employment-oriented mechanism,based on the theoretic all over the world and the realistic background of Independent Colleges in our country.On the basis of the elaborating brief views on the new public management and the public service, this paper analyzes the present problems on the employment-oriented education and service mechanism in Xi’an Independent College, through comparing on the development status of domestic and foreign employment education and service system, and the necessity of the innovation of employment oriented education and service mechanism is emphasized as well, to illustrate the innovation path of the employment oriented education service mechanism is tortuous and long.Based on the analysis on the theory and the status quo above, in the view of the basic educational background in Xi’an, this paper puts forward more specific strategy on implementing the transition for the innovative employment-oriented mechanisms, and provides a theoretical basis on setting up a new policy suggestion for the government to provide orientation training by experts combined with outsourcing training services, with the aim to save public resources and reach maximize human resource effectiveness.
