In recent years, with continuous development, higher education has been transferring from elite education to mass education step by step. Independent colleges emerge consequently as to realize the magnificent goal of “Mass Education in the Poor Country”. Now independent colleges are committed to enlarging their scales, accordingly the number of graduate students is rising year after year. On one hand, as a big education province, Sichuan has established advanced independent colleges which are one-up both in school quality and enrollments compared with the rest in the whole country. On the other hand, Sichuan is relatively laggard in economy with insufficient educational resources. Students in those independent colleges have weaker competitiveness than that in eastern regions. Besides, the sluggish market of recent years has severe influence on employment market. The employment situation is not optimistic for graduates in such a fierce competition environment. Graduates have to be confronted with overwhelming pressure and challenges.For the sake of efficient allocation of graduates, China has put forward lots of specific employment policies; however, those policies come across deviation in the implementation to graduates in independent colleges. In this paper, status quos of deviation in the implementation of employment policies will be explored systematically, being in line with related theories. Causes behind deviation can be boiled down to the following three aspects: firstly, as authorized allocation plans of social resources, policies own their own deficiency indeed. The contradiction between limitation of resources and unlimitedness of demand results in the fact that it is impossible for those policies to solve the problem of unfair distribution of resources thoroughly. And it is such contradiction that blocks the implementation of employment policies of graduates potentially. Secondly, there exists conflict of interest among different stakeholders. Lastly, deviation of implementation has to do with social mechanism and social environment.In the end, this paper discusses the countermeasures for those problems from three perspectives profoundly. To begin with, considering the formulation of policies, scientificness and fairness of policy need to be emphasized. Then, behaviors of subject and object of employment policies need to be optimized and implementation mechanism need improving. Finally, it’s concluded that optimizing environment of implementation of employment policies of graduates in independent colleges in Sichuan and perfecting employment policies is a must to smoothen the implementation in independent colleges in Sichuan so as to boost the levels of employment for graduates in independent colleges in Sichuan.
