With the acceleration of China’s reform and opening up, and social transition process, the demand of residents of social management are getting more numerous, and also the status of social organizations in the life of residents are improving steadily and the importance of them is growing. In recent years, community social organizations help to alleviate social problems, provide community services, rich social living and build a harmonious society. However, the development of community social organization has just started, and the development still faces many difficulties, which restricted the effectiveness of the organization. How to nurture the social organizations in China’s national conditions and development them with Chinese characteristics has become an important topic, which theory and practice is very important.This article is based on the needs of building a harmonious community and strengthening social development. The study combined the research with empirical analysis method, and took the "1 + 1" boost project of Xicheng District as an example, to summarize the development situation and the intervention way of social worker. First, got the situation of Xicheng District by a review of the literature and field research, which helps us to summary the development dilemma it faces. Second, under the guidance of professional theory and practice of social work methods, combining with "1 + 1" boost the project, explained the way of social workers to involve in the community and social organizations. Third, analyzed the effect of social workers involved in community and the problems they will meet. Finally, several suggestions were put forward in three angles, including the government, the community and social workers, which will contribute to the development of social community.
