Education is related to the future of the nation, is the cornerstone of national development, pre-school education has always been an important part of the cause. But since the reform and opening up, due to historical reasons, own attribute, the ups and downs of the preschool education reform road, reform and policy formulation of transition way swing adventitious, resulting in a realistic problem such as "into the park difficult", "into your garden", suffering from social controversy. In recent years, Beijing’s preschool education reform under the general direction of the national support and guidance, the release of a clear, positive signal, in firm inclusive, quality, "the goal of the premise, to gradualism gradually developed, the implementation of policy reform to promote the policy change, the results of initial signs.This paper is divided into five parts. In the fifth part, from the aspects of the law of development of things, the characteristic and development of preschool education, Beijing Economic and social development situation in the, analysis of the asymptotic theory for the applicability of preschool education policy in Beijing, comprehensive the third and fourth chapters that gradualism model is applied to the conclusion of the Beijing City preschool education policy development, and continue to use incrementalism model for Beijing City in the future of the pre-school education policy formulation and implementation of proposed rationalization proposals.
