Preschool education is the first stage of the quaternary system in our country, is an important part of national education system in our country. Since the reform and opening, the country conducted a series of reforms in the field of preschool education, and has made remarkable achievements. On pre-school education development in both size and penetration than at the beginning of reform and opening up have been developed greatly. And preschool education has made remarkable achievements, including pre-school education policy formulation and implementation. But in today’s social and economic development and urbanization speed, preschool education into the garden, the garden of your problems are still prominent, up in the air. This paper by using the historical study method and literature research to scale of preschool education in our country since the reform and opening up research and development and the popularization policy system. So from the perspective of pre-school education policy for the future pre-school education popularization policy provide certain reference.This paper argues that China’s preschool education scale development and the popularization policy since reform and opening up has experienced the "recovery and specification of pre-school education scale development and popularization policies", "reform and improve the popularization stage of the development of pre-school education scale and policy", "entered the stage of universal access to preschool education policy" three stages, including pre-school education supply, funds, teachers’ qualification, management system, children’s education showed certain historical logic: pre-school education supply from the unit of "welfare" to "multivariate supply" of change; Pre-school education funding from "public finances as the main" to "public finance key" change; Preschool teachers’ qualification by the "quantity" to "attach importance to both quantity and quality change; Pre-school education management system from the "missing" to "perfect"; Children’s education from the "educated" to "wang combination". In addition, the logic of history is always throughout the three basic principles:always adhere to the principle of demonstration and guidance of the public garden; Always adhere to the principle of partition planning, classified guidance; Always adhere to the principle of combining family, school and community education.Based on the history of preschool education scale development and the popularization policy logic and associated with economic and social development of interactive, universal pre-school education policies in China to predict the future will focus on seven big problems:one is to continue to pay attention to preschool education quality.2 it is to comprehensively promote preschool education of public welfare and fairness; Three is to continue to strengthen the private preschool teachers, management of private kindergartens; Four is the key to promote rural universal pre-school two years, three years of education; Five is pre-school education policy system "to" and "; Six is pay more attention to the government, the role of community in universal pre-school education; Seven is a strong inhibition of preschool education "primary school". These forecasts will be safe in our country in the future continue to promote preschool education popularization policy reference.
