With the transformation and development of China’s economy, society of medical resources of diversification and specialization of demand has risen sharply. Independent medical college in the era of meeting the needs of medical personnel in the context of the times came into being, shoulder the task of cultivating applied talents for the country and society. But due to the short time of development of independent college, in the process of running focuses on investment to expand the scale of students and infrastructure, its management construction, teachers training, human resource planning and other aspects of the existence of many problems.The independent medical college as the research object, in the study of relevant literature at home and abroad on the basis of the use of human resources strategic planning and related theory, the 13 th Five-Year plan formulated by College Based on the shortcomings of the previous human resources planning work carried out a thorough investigation and study, combined with the relevant professional knowledge the analysis of the current situation and problems in human resources: one is shortage, unreasonable structure; two is the lack of talent recruitment planning and guidance; three of teachers is not stable, serious brain drain; the four is the lack of security benefits; five is to enhance teachers’ professional ability and less opportunity for. The cause of the problem is due to a series of college the lack of reasonable human resource planning to support the development and implementation of all aspects of the organization’s strategic development in all aspects of school work, cause not to form an overall unity to cooperate with the implementation of the strategic objectives of the organization. Therefore, the development of a set of scientific and perfect and suitable for the development of the College of human resources planning, not only is the urgent need of college human resources, but also an important guarantee for the sustainable development of the college.According to the planning and construction of the college in 13 th Five-Year, the ratio analysis method and Markov model prediction theory, forecast the next five years, supply and demand of human resources, so as to develop college in 13 th Five-Year of human resources planning, and implementation of the strategic objectives of the University and to provide scientific theoretical basis. The article is divided into five parts. The first chapter introduces the background and significance of the research, research status, research methods and ideas as well as innovation points. The second chapter introduces the related theories and methods of the thesis. The third chapter is detailed analyses of the current situation of human resources of an independent medical college, based on the present situation of human resources of the Institute in problem analysis, for further study the paper pave the way. The fourth chapter is based on the development strategy of the college in 13 th Five-Year, using ratio analysis and Markov model of school for the next five years As a problem of insufficient incentive to predict the human resource development of human resource supply and demand situation of qualitative description. In the fifth chapter, according to the time and sequence of the case put forward countermeasures and suggestions: recruitment configuration and security, internal training, career planning. The first stage as a short-term plan(1-2 years), and timely solve the teacher and stable teaching staff; the second stage of the medium-term plan(2-3 years), improve their own hematopoietic function, to make up for their lack of; the third stage as a long-term plan(5 years), the station in the teachers’ professional development perspective to guide the teachers’ professional development direction. The sixth chapter, the paper put forward the problems and relevant countermeasures are summarized.
