In our country higher education tends to be popular trend and national support private education. Under this circumstances, the development of independent college face many opportunities and challenges, in order to achieve sustained and healthy development, we must have adequate human resources as a guarantee, which requires YS College to make scientific and rational human resources planning.YS independent college is founded in 2000, approved by the Ministry of Education. With the hard work of more than 10 years, YS College has ranked in the Top Ten Chinese Independent Colleges for five successive years from 2007 to 2011. But there are still some problems, such as policies and regulations issues, funding problems, the problems of students’sources, and problems of human resource planning and so on. Among these, human resource planning is the most critical one. Without doubt, a school’s core competence is its teaching faculties who are the cornerstones of the school’s survival and development. Under the circumstances of higher education reform, a healthy, harmonious and sustainable development has to be guaranteed by adequate human resources, teaching standards and quality assurance which puts forward a higher demand of human resources.This paper first introduces the relevant human resource planning theories. It then analyzes the current situation of human resources and human resources planning in YS College. So the problems in the present situation of human resource management are found. Based on the internal and external analysis of human resources planning in the school, the YS school Twelfth Five-Year Plan for the Development of Human Resources can be framed by the prediction derived from the proportion method of employment and the qualitative description of forecasting human resources supply. Certain issues are also studied for the implementation of the Twelfth Five-year Plan.
