Human resource planning plays an increasingly important role in guiding organization's human resources management development.Institutions' Personnel system reforming brings opportunities and challenges to colleges in China.The Development of creative industries for regional arts and crafts vocational schools gives an urgent call of the times.Human resources management problems caused by inadequate planning are more serious than before.Under these Background,the author takes S College as a case of researching human resources planning in Vocational Colleges human resource planning not only has a strong theoretical value,but also have a stronger practical significance which mainly reflected in: achieving university development strategy and human resource management's effective convergence;enhancing the foreseeing and strategy of university human resources management;improving the effectiveness of human resources planning and maneuverability.Through reviewing and analyzing domestic and international human resources planning and university human resources planning literature,the study suggests that university human resources are those people who engage in university teaching,researching,administration and logistics,etc,excluding retirees.Based on the generalized concept of human resource planning,this study defines the university human resources planning as: based on universities,development strategy,environmental characteristics,and colleges and universities task,human resource department predicts the future qualified personnel demand and supply,sets overall program to achieve the balanced supply and demand,implements and appraises the plan.University Human Resource planning procedure and general organization of human resource planning procedure is the same,which includes setting university development strategies and goals,establishing strategic human resource management,inventory status of university human resources,forecasting demand and supply situation of human resources,designing human resources plan and implementing and assessing human resource planning.Firstly,this study clears the S College's development strategy,internal and external environmental conditions.Secondly,the study uses questionnaires and interviewing to understand the basic S College human resources situation and problems.Thirdly,S College human resources planning program builds on clear college objectives through demand forecasting,supply forecasting and demand gap analysis,practical measures of balancing human resources supply and demand are made.Finally,for the soothingly implementation of human resource planning,institute needs to(1)establishing and improving human resources system;(2)establishing a long-term career-oriented management mechanism;(3)creating a "people-oriented" flexible management environment;(4)expanding the effective performance evaluation and incentive mechanism;(5)strengthening staff team building and organizational culture.
